NATO Secretary General Jaap de Hoop Scheffer said on Friday there is no guarantee for a membership invitation to Albania from the alliance at the next NATO summit in 2008.
"The invitation tickets are not punched yet. Further reforms are necessary," de Hoop Scheffer told a press conference with visiting Albanian President Bamir Topi.
NATO allies will scrutinize the western Balkan country's reforms in its judicial and electoral systems at the alliance's next summit in Bucharest, Romania, scheduled for next April, he said.
Albania also needs to implement the reforms, he said.
NATO has said it will issue membership invitations at the Bucharest summit, but added that each candidate country will be judged by its own merits.
Macedonia, Croatia and Albania have joined NATO's membership action plan, the most advanced stage toward membership before formal invitations for membership negotiations. (Xinhua)
