Montenegro Unveils Judiciary Reform Goals

25 07 2007 (AT) Podgorica_ Montenegro’s judicial reform strategy aims to strengthen the independence, efficiency and availability of justice, as well increasing the confidence of citizens that they will receive a fair day in court, Justice Minister Miras Radovic said Wednesday.

“Important objectives are also education in the judiciary, improving international cooperation, the fight against crime and corruption, and improving the prison system and legal practice,” Radovic said.

He said it is necessary for Montenegro to establish clear and objective criteria for selecting and promoting legal representatives, as well a new ethics code for judges and further efforts to confront corruption in the justice system.

The strategy was prepared by the Justice Ministry, outside legal experts, and international organisations, especially the Council of Europe. The action plan for adopting the strategy should be done by mid-September.

The strategy presentation was organized by the Organization for Security and Cooperation of Europe, OSCE Mission in Podgorica. The OSCE’s ambassador, Paraschiva Badescu, said Montenegro already has overcome many obstacles to improve its judicial system.

“The justice reform strategy is of great importance and gives good basis for a trustworthy legal system,” Badescu said.

The strategy’s objectives can be realized only with quality cooperation from domestic and international participants in the process, she said. (BIRN)
