Sunderland have been given permission to speak to Wigan's England Under-21 left-back Leighton Baines.
The Black Cats had an offer rejected for the 22-year-old earlier this month but they have now upped their bid.
And Wigan boss Chris Hutchings, who had previously told Sunderland manager Roy Keane that Baines was not for sale, has had a change of heart.
Baines, who has two years left on his Wigan contract, came through the youth ranks at the JJB Stadium.
He has made 162 appearances for the Latics since his debut in 2002, helping the club rise through the divisions and into the Premier League.
Sunderland's current left-back, Danny Collins, signed a new three-year contract on 20 July. (bbc sport)
