Updating of the National Plan for the Implementation of SAA (NPISAA)
Pursuant to Prime Minister Order No.33 of
The updating process started with a 2-week round of intensive meetings with institutions’ experts, providing them with explanation and description of the file prepared by the Ministry of Integration containing:
Main documents of the European Commission and Albanian Government on the integration process (SAA, Interim Agreement, European Partnership, Progress Report 2006, actual NPISAA etc.

Updating stages
During the first stage, all ministry and inter-ministerial working groups responsible for the administration of updated data on legal initiatives and implementing activities which shall be incorporated in the final updated plan submitted these planned initiatives and activities to the Ministry of Integration consisting of: the title of the initiative/activity, institution responsible for their implementation, reference to EU law, and the deadline (time frame) of implementation.
The second stage consists in defining the costs of initiatives/activities which should be in line with the MTBP (Mid-Term Budget Programming) of these institutions. This stage terminates on 31 May.
Actually this process is in its final steps and 80% of commitments were fulfilled (according to the dates on the calendar of I and II stages).
Data Base
Collection of materials/contributions from other institutions is facilitated with the installation of software (Access Data Base) in all line ministries. This software ensures improved qualitative elaboration and faster communication. The data are stored in the central database at the Ministry of Integration.

MTBP review (Mid-Term Budget Programming)
Another challenge for this period was the MTBP elaboration through software installed by the Ministry of Finance which ensures readability and efficiency. For this considerable commitment, working groups were established in the Ministry of Integration which prepared the MTBP.
Actually, inter-ministerial groups were established for the review of MTBP drafts presented by line ministries. The revision groups include experts from the Ministry of Integration, Ministry of Finance and Council of Ministers. MoI experts are entitles to assess these drafts, suggest changes for improvement and check the MTBP compatibility with NPISAA.

Referring to these documents, 26 Albanian institutions were required to update their achievements in implementation to the priorities set out in the 2006 European Partnership document in any field/area during the period October 2006-April 2007 and the recommendations of the Progress Report 2006

During this period, the Ministry of Integration had a very busy agenda of very important activities planned by the European Commission services, such as:
16-th meeting of the joint Task-Force
Meeting on transport, energy, environment and regional development - 15-16 February, Tirana.
Meetings on internal market and competition –
Meeting of the Working Party on customs, taxation, SME and industry – 25-26 April 2007, Tirana.
Meeting on economic and financial issues - 23-24 May 2007,
CTF
Consultative Task Force meetings are very important and focus on sensitive integration issues such as electoral reform, media freedom, property rights, human rights observance, protection of minorities and the observance of international law.
The material requested by the Community party was prepared and submitted to the Commission service within the 18 May deadline. Due attention is paid to CTF 16 preparations and the joint recommendations of CTF 14.
During the last CTF meetings, the Commission shifted its approach from the question/answer mode to asking for concrete results in the implementation of joint recommendations which simultaneously reflect the European Partnership priorities. This approach seems to be more efficient since that during the pervious CTF meetings; the considerable recommendations lacked direct monitoring which made progress evaluation difficult. So, all documents now on will include a special please for concrete information if not detailed.
Implementation of joint recommendations constitutes an important part of the process of identification and implementation of initiatives/activities. In this context, these recommendations were included in the process of updating the NPISAA.
