The Albanian government has approved a concessionary contract for the Italian group TASSARA-GEOTECNA-KINGLOR to build the third biggest hydropower plant in Albania. “The project is estimated to be EUR538 million”, the government declared yesterday.
The plant will be constructed on the Black Drin River, near the Skavica villages. The river Drin is the biggest river in the western Balkans.
On the river Drin are located also the Vau i Dejes hydro power plant, with installed capacity of 250 megawatt, Koman plant at 600 megawatt and the Fierza plant at 500 megawatt. The new plant is projected to have a production capacity of 250 megawatt. This will also be the last projected plant to be constructed on this river.
The original project for the plant was realized in 1978, but at that time the estimated cost was very high for the Albanian state.
The Skavica plants are very important for the production of electricity both in terms of their output as well as for their strategic importance. The annual production for this plant is projected to be at about 1.8 billion kilowatt/hour. However, after the completion of this plant and the new the water regulation system which will provide at times more water to the other plants on the river Drin, will bring the total electricity production effect on this River to about 8 billion kilowatt/hour every year, from 4 billion kilowatt/hour which current production capacity.
The TASSARA-GEOTECNA-KINGLOR group has declared that 70 % of the project will be financed through bank loans and the other 30 % will be financed by the group itself.
An Albanian expert has declared that this project is the key for the privatization of all other power plants situated on the River Drin; from which Albania will attain about 90 % of total electricity production.
This project is also expected to have an important social impact in one of most remote parts of Albania.
